I have a work-around already, but it would be nice to know what the issue is.

I've upgraded 2 systems today and working on a 3rd, 4th and 5th.
All systems going from 8.0 (14.0.3.51) to 9.0.3.15
the first 2 controllers failed to restore the database to the newly upgraded system.

I had to log into both systems as system/password, then change the password.

Then once in, there was a note that the system must be restarted to accept the licensing and that if I have a backup, to restore it now.
I did the restore and the systems came up.

I'm just wondering what I've missed that caused this issue.

Doing this upgrade has taken nearly 3 hours per controller - these systems are gateways and only have resilient phone and trunk programming. The last system I'm doing is the primary controller with all the user programming.

Good thing I get paid by the hour.

I think I figured it out. When saving the database make the file name ONE_WORD. Both systems that failed had the file name as "System Name upgrade to 9" The two that have succeeded had the file name as "System_Name_Upgrade_to_9"

the 4th system is in its final stages.
The 5th system has a long way to go yet.
