Upgrade question

I just picked up a new client and this is they have.
Crashed Windows 2000 Server with 25 CALs. They still have the server 2000 Media and license key but the license for the 20 extra CALs are lost. I have checked the client systems and they are (were) all memebers of the old domain

What they want me to find out.
Can I do a clean install of SBS 2003 using upgrade media then apply a 20 CAL upgrade pack for SBS 2003 without having the licenses media for 20 CALs for Server 2000

If you wish to go by the book on the licensing then no, unless they can prove that they had legal licenses then they don't qualify for the upgrade.

If they purchase from the same license house, then that company probably can assist them in locating the lost licenses.
