Upgrade question - Metaframe XP FR3 to Presenation Server 4

I'm going through the upgrade guide and something is not clear. I'm at the step where you're supposed to install the 4.0 license server and license management console. I was wondering if the license server is supposed to be a member of the farm. The citrix licensing tech I spoke to says yes but you would have to install presentation server in order to join the farm which is not one of the steps leading up to this. I'm not even sure if a 4.0 server can be part of an xpe farm.

Does anybody know the answer to this?

Please disregard this thread. I got some bad advice from the citrix tech yesterday. I got the right info from another one today. Just follow the guide and all should be well.
