Upgrade or fresh install?

Currently we have SMS 2.0 installed and we are looking at going to SMS 2003. I have a few questions that hopefully someone can help with. Here is the current environment: Windows 2000 server, SMS 2.0, SQL 2000 installed on the same box. I want to go to Windows 2003 server, Windows 2003 SMS, and MS SQL 2000 installed on the same box.

Let's start out easy...
1) Do I just forget about upgrading the server OS to 2003 and do a straight upgrade of SMS?
2) Currently SMS is not being used for much other then hardware inventory so if we have to reload it's not a problem. Is it a better idea to reinstall the OS, and then install a fresh copy of SMS 2003?
3) If I was to reinstall, how do you go about removing the clients from all the current workstations?
