Upgrade from BC3 Australia to BC11 indonesia

Hello guys,
I am engineer from indonesia, i try connect from BC3 australia to BC11 indonesia, but there are some problem.
the new LIM BC11 (Site A) and another LIM BC3 (Site B), i have connected BC11 to BC3 success but when i connceted between BC3 to BC11 still problem, I think the problem in Tie line DPNSS. The equipment which i use :
- TLU 50 site A and Site B
- RODAI:VARC=00000020,VARO=00000000,VARI=00000000;
the command was used in Site B (BC3 Australia)
- RODAI:VARC=00000023,VARO=00000000,VARI=00000000;
the command was used in Site A (BC11 Indonesia)
From Site A and Site B connected succesfully, but from Site B to Site A the ring only 3 ( tut tut tut ) then disconnect.
Can guys give me solution in onder BC3 to BC11 connected successfuly. Thans for Attention.

I am not sure, but once I had a similar one: try to change the BC11 VARC to 00000623, maybe it helps? What about the numbering and dest(from BC3), are they correct?
