Upgrade from 2000 to 2003

Can't seem to find a definitive answer to this on Microsoft website-can I buy the upgrade version of Frontpage 2003 to go from 2000, or do I have to buy the full version- or 2002 upgrade, then 2003 upgrade? I am running Windows Server 2003.
