Timeline? Depends on who you ask. My boss wants Exchange 2007 in 3 to 4 months, then 2010 next year. I say why spend the money on Exchange this year when we could spend it on something else then do 2010 next year anyway.
As for features...I'm just starting to research 2007's feature set and compare to what 2010 is projected to have.
Is there anything really compelling in 2007 that should motivate me to migrate up from 2003?
Buy Exchange 2007 on software assurance now and it gives you a free upgrade to Exchange 2010. That's one worry done.
Feature set comparison? Well, 2007 offers more of an upgrade from 2003 than 2010 does over 2007. Why not do 2007 now and 2010 next year? Then you can bring in the features gradually as you learn them?
2007 over 2003? Speed, reliability, availability, OWA look and feel to name a few.
Just keep in mind you'd want to migrate from one to the other - not do an inplace upgrade. So there are some hardware costs to think about.
In 2010, storage is done a LOT differently than in 2003 and even 2007. Gone are SCC and CCR in favor of the DAG. Even RAID can be scrapped in some instances.

We're going to virtualize Exchange, so even if there was an inplace upgrade option I wouldn't have done it. I'm generally against upgrading, I prefer a clean install then migrate data over.
