Updating ICM config database from an application.

Hello all. I have always wondered if there was a way to make changes or additions to ICM's configuration database using an API from third party application. I was reading some documentation that mentioned the cms_jserver and cmsnode applications that enable third party applications to interface with the distributor to make changes but I can not fond API documentation anywhere. Has anyone been able to do this and if so could you point me in the right direction. Thanks!
