Updating DBASe table

Hi I wanted to increase one of my database (DB1) Permspace using metadata tables. I donot want to use WINDDI to modify the permspace. I tried to Update DBASE.permspace column but it said i do not have permission to do update though i am using "DBC" user. Can anyone tell me how i have to update the system tables and which user i need to use.
