Updating a report based on linked tables

We have an Access database which on one machine doesn't properly refresh a report unless the user first opens the Oracle linked table up that it's based on and goes to the end of the table.

This database works correctly on every other machine.

Any thoughts? It must be machine specific, but I can't think of a setting along those lines.
