Is there any reference(electronic or hardcopy)that details additions or changes to VB language?

Well I'm adding functionality to an Access db written 12 yrs ago. I notice that the now-defunct developer had to create alot of Get...functions for otherwise simple tasks. Case in point: I use the CreateObject("Scripting.FileSystemObject") function to determine if files exist and was suprised by API call routine written previously. More perplexing is the fact that there's no Access equivalent of Excel's GetOpenFileName function. Just wondered when GetOpenFileName(VB Excel) and CreateObject(VB) functions surfaced.

Well, apart from Access' somewhat more flexible FileDialog object ...

VBA has had the Dir command which can do this since it first appeared.
