Unused DID's causing loop on voice gateways

I work at a university that is in the process of converting it's old centrex system to VOIP. We have moved about 2500 phone numbers so far, including numbers that are currently not assigned to any phones. We use 5 digit dialing on campus and have a route pattern of 3XXXX. When a person off campus dials an extension that is not used it strips the prefix off the number and Call Manager is presented with 3XXXX. Call Manager then determines that that DN is not in the system and sends it back out to Verizon and Verizon then sends it back to CM and the loop continues until all PRI's are occupied and then the call fails.

I would like any suggestions as to how to resolve this issue without having to add approx 300 unused phone numbers to CM.

Can you add a Translation Pattern with 3XXXX and translate it to either a receptionist or a recording saying that number is not in use? The only matches would be the numbers that have NOT been defined in your system already (closest match). Without knowing your whole number plan, that's the best suggestion I could give.
 
Unfortunatley that won't work. Not all the phones on campus have been converted yet so the 3XXXX translation pattern is still needed for VOIP phones to call non VOIP phones using 5 digit dialing.
 
Sounds like you're down to adding 300 phone numbers unless you can group them in some way.

Can you change your CSS's/Partitions so that the incoming Gateway from Verizon can't reach the outgoing Gateway to Verizon?
 
Sounds like you've got a route pattern in CUCM that will send those 3XXXX numbers back to a gateway/PSTN... I would think those numbers would not be configured to route out to the PSTN .. would they?? If you need to route that pattern to the PSTN, then like said above, you'll probably need to configure the unused numbers so they will fail when called. Right now, CUCM checks to see if there is a DN to match, if not, it looks at the route patterns.
