Unusable media NAV CE 8

It's basically impossible to get media for end-of-life products. That software is pretty old now and likely won't detect any recent threats anyhow - I don't even see a point to try to get used media.
Getting 10 licenses shouldn't be too bad - try a volume agreement for 10 licenses or see if Symantec has a trial copy if A/V is needed immediately if you can't wait for the license request to be processed. To me, that's more of a headache though.
