Unscannable file rule

I have Symantec Mail Secury 5.0. When items are quarantined, the reason is "unscannable file rule." What does this mean? The message is deleted. There is no subject, and the recipient list looks like personal email.

What is the point of quarantining messages with the option to release the email if the message is deleted? I see no option to quarantine without deleting the message. Why would the message be unscannable? Is there any way I could set it up to be able to retrieve these emails safely?
