Unreachable site from my Home PC

I use @Home cable internet at my home. From around 2 weeks ago, there are some web site I can't reach. I used to visit this web site but I can't now. The weird thing is I can reach there from my work PC but can't from my Home PC.
My friend also use @Home cable internet and he can reach that web site.
When I ping it, I only can see the IP address resolved by DNS but I got time out.
When I use 'tracert', it displays around 10 routings and then 'request time out's.
In my friend's case, it displays different routings and successfully reached the site.
My IP address is 65.x.x.x and his is 24.x.x.x even if we live in same city.
My friend told me the intermediate routing servers might down but can't be down this long.

Did Anybody experience this problem? How did you solve ?

Does your tracert always stop at the same router IP address?

In the past there was a website I could reach from one ISP but not another, always stopped at a certain IP address. The vagaries of internet backbone routing contrived against me, I suppose. I notified the ISP, and they said they couldn't do anything. The problem cleared up a couple months later.
