Is there a way to programatically start a new page within the detail format or detail print section if a certain condition was met with criteria in the records of a report?

If/when a pagebrak control is not visible, it does not instantaite (e.g. work). Include a page break anywhere (including at the top or bottom of a detial section and saet it;s visible property according to the conditional expression in the onformat event of the section.
