Unnable to control remote machine with VNC

I'm using a VNC client to connect to a network machine with VNC services running. I can see the desktop of the remote machine, but the remote cursor does nothing. I can't open anything, I can't send a control-alt-del. Any thoughts? Your help is appreciated.
 
It is possible that the machine you are viewing is set to ignore inputs or maybe you're connecting through a view only password... Either one would make sense based on what you're saying.

If you have physical access to the machine, be sure it's not set for view only mode, and be sure your password is the one that is for the interactive mode.
