Unmanaged Switches

When you repower ISP modems and/or routers do you need to repower the unmanaged switches?
 
999 times out of 1000, probably not. The switch is not needing to have it's MAC table refreshed for anything since all of the equipment on the wire is static. If hardware was constantly changing or moving between ports, then that might freak out some lower end switches to require and occational power cycle, but that's a very odd, 1 in a million type of scenario.

If you are having to reboot your switch to maintain internet access often, then you probably have a faulty piece of equipment.

Rebooting the router/modem to ISP (DSL and or Cable)... Yes.
T1 or MetroE connectivity... No, never.
