Unkown admin pass/ini file is missing

We have created a database and used it for sometime, unfortunately after unexpected reasons, the admin pass passoword cannot be remebered by the adminsitrator, therefore could not change the rights and settings of the users... Is there a way to override the admin password and create a new one?

Secondly, On one of our database, the ini file is missing from the folder. Consequently, the users cannot acces the database. How may we recreate the lost ini file??

Hope you could hel[p dme on this as our files are stuch in those databases....
