unknown publisher warning on one computer

I am getting this on one machine only when clicking a desktop icon. It only happens on this one file. other Access databases work just fine. If Access is opened then the file is opened, no warning is given.
I did some research but have not found a definative "Cheap" fix.

Any ideas?

Ok here is what I did
I found this on the internet

it seems like it was meant for a differnt version of IE than IE7 which is what our machine in question has on it.

anyway it worked.
