Unknown error in using word interop

Hello, everybody.
I am writting a Mail-Merge program in Microsoft Word.
Under my compilation directory, say "d:\dev\bin",
the module is working well. However, if I copy this module
to application directory or other directories in same
machine and execute same program, an unhandle error
happened, that is:
"An unhandled exception of type
'System.NullReferenceException' occurred in app_master.exe"

Even though I comment out all code except for
"Word.ApplicationClass AppReport =
new Word.ApplicationClass();"
the error still exists.

OS: MS-2000 server
Office: 2003
language: C#
Does anybody know what is wrong in this case?
And why can I run the program in develop directory?
