unknown error 8007007F when trying to query from enterprise manager

Hello,

I am getting this error message everytime I try to open a table in
Enterprise Manager.
Selecting all rows or top rows from Enterprise Manager gives me the
following error:

Unknown Error 8007007F

We are using windows 2003 server, and I have researched this issue, it seems there is an issue with oledb32.dll file.

Anyone have any suggestions?
 
A couple of questions for you.
1. Was this server upgraded from Windows 2000 to Windows 2003 server?
2. Is this happening when you use the Enterprise Manager installed on the console, but workstations are working fine?
