Universal I.E. settings in Terminal Server

I need to make a universal propety change in the Internet Explorer For a Win 2k Terminal Server Running Citrix Metaframe. I need to
1-find a way to do a universal setting change for everyone at once.
2- Find the registry setting that I can edit to either make a change or write a script.
3- another option.
4- logg in as each user (200+) and make the change.

#4 is not a good one to deal with .

The setting im trying to change is:
IE properies; advanced; brower: force offscreen compositing even if runnning terminal services.

any suggestion or Ideas
