unity voice mail - volume changes during message

I have a Cisco Unity (ver 2.1) with Call Manager (ver 6.1.3).
I have had an ongoing quirk I would like to get rid of. On occasion (no consitency) when someone leaves a message that messages volume cuts in an out. You can still hear it, but its like someone is pressing taking their hand on and off the reciever.

I know this is not the case becuase I have had it happen to messages I have left to other staff when I am offsite. This primarly happens with outside callers leaving a message. I have not had any reports of it happening when a user leaves another user a message.

Rebooting does not seem to affect the issue.

Any ideas?
 
Try upgrading the TSP's on the unity server.
Also you might want to pad the lines on the gateway and boost the volume. However if that was the issue you would be getting complaints about low volume on live calls as well.
 
Where do I start in regards to upgrading the TSP?
What about Automatic Gain Control (AGC) target decibels? It says not to change, but i am wondering if it was changed during install. Its currently set to -26.
