Unity VM access from Cisco phone 1

We have just migrated over to new server hardware and CUCM/Unity 12.5

Before when staff would press the voicemail button on the phone they would be prompted with, "enter your ID followed by pound" even if there was no matching voicemail box in unity for that phone. Now they are prompted with "hello, cisco unity connection messaging system..." This only happens if there is no matching voicemail box for that phone extension. If staff having a matching voicemail to their phone extension, then there is no issue. Pressing * will allow staff to enter their ID and PIN, but this was not the case on our old CUCM environment and they would like that same experience.

Phone models are 7821/7841

The config looks correct and basically copies the old config from the old CUCM.

Anyone have any insight to this?
 
I figured it out. My direct routing rule was was not set to sign-in. Once I moved it to sign-in, all was good.
