We are in the process of implementing a POC for Unity Connection. If we purchase 50 Licenses for Unity Connection, could they be distributed acrss multiple VM servers if we want to install a Unity network, or would we have to purchase separate licenses for the Pub and Sub?

All licensing goes to the primary server and the secondary gets the info from the primary.
