I have a user who wants to record a message and send it to someone's voicemail (please don't ask why). The message is recorded and the user is not prompted for a local resulting in the newly recorded message in the user's own mailbox. The user then has to use the forwarding feature to send the recorded message. This is unity connection 9.x.

I know voicemail was cool in 1985. Some think it is still cool today :)

Once the message is recorded, the system should give you the options to send it, in our case by spelling out the last then first name of the person to send it to, it can be sent to multiple people by adding their names to the list. Does yours not do this?
If not, in the individual mailbox, go to "send message settings". In there you will see a drop down in the Message Addressing and Sending section, choose the option you want to use, then select "send Message".
Does this do what you are looking for?

Yes that should work. I'm not at the user's phone so I can only take their word for it.

those options need to be checked on the server end ...
