Unity Connection 10.5 redundant servers

I have 2 unity connection servers 10.5.2 and they keep swapping from primary to secondary every few seconds. When I first logged in I saw the primary's server status as split brain recovery. Is this a bug and has anyone overcome this issue without involving TAC?

The problem originated with NTP. The primary was trying to get its time from at windows based NTP server. Cisco does not support this. Once I changed the time source, shut down the subscriber, rebooted the publisher, placed a call to voicemail and then brought up the subscriber, the split brain state resolved itself.
