You need a Fail-Over Unity Design. If it is VM only, you have to have two unity servers and one server doing exchange to store your messages. You will probably want a dedicate AD server also.

If it is UM, then you will just need another Unity server tied into your Exchange also in a Fail-over configuration.

Both will require Fail-over licensing.

Our company has the failover servers for all our Unity locations. The second server just sits there constantly replicating with the primary server. In the event the system goes down, all call handling is immediately switched to the failover. From an end-user perspective, nothing has changed as the failover is current with all mailbox configurations.

As ptdog pointed out, you can't store messages on one of the Unity servers in this setup. If you are going Unified Messaging, you can use your existing Exchange or Domino mail servers. In our case, we have a 3rd server that runs Exchange for voice mail only. It also runs as a DC, so in the event of a WAN failure, it has all the required AD information stored locally. Should the Exchange/DC server go down, Unity will still let callers leave messages. This limits the functionality, but since the calling customer can't tell, we didn't spend the money for redundant Exchange servers.
