Uninteresting traffic on trusted domains

How can I tell routers on remote sites running multiple trusted domains not to bring the ISDN line up all the time,

Central site using 3540 and remote sites using 1603s

All sites running NT with DHCP and WINS, all remote sites are WINS configuration partners with central site

Am I right in thinking I can tune out uninteresting traffic using access lists? If so I am afraid I don't know much about access lists or what to put in them.

All help greatly appreciated.
