Unintentional sharing of form data with Microsoft

This is an odd situation that could use explanation. My company's web site has a contact form. An individual enters their information and it is stored in our database, along with their IP address. Days, weeks or months later, we get additional submissions with identical data. But each time, the associated IP address is registered to Microsoft. This has happened to 6 individuals of the many thousands of people that have used our contact form. We have anywhere from 12 to 20 identical submissions for each of these 6 individuals...all originating from Microsoft.

Could this be a rogue implementation of Microsoft SmartScreen filter as it monitors every URL? Or a snooping effect of the Bing IE toolbar add-on? ...or NSA meddling?

It is known that Microsoft uses SmartScreen and the Bing toolbar to capture URLs for Bing search results but I am surprised they would be capturing and re-using form data too.
