Currently we are have a CM 6.3 PBX. We are using UM 2013 for our voicemail. UM allows you to create a "dial-by-name" option in which the caller can select. After selecting a person UM gives the caller the option to be put through to the person they selected or leave a voicemail instead. If they select voicemail it sends it directly to the selected person's voicemail. Is there a way to take out the option of them leaving a voicemail when using the "dial-by-name" option?

Assuming you are talking about Microsoft Exchange 2013's UM feature, and asking about the UM Auto Attendant. Looking here - there is an option you can disable that will remove that spoken option:
"
Allow callers to leave voice messages for users Select this check box to enable callers to send voice messages to users. By default, this option is enabled, and lets users who are associated with the dial plan send voice messages to users in the same UM dial plan. After you select this check box, you can set the group of users to whom callers can send voice messages by selecting the appropriate option under the Options for searching the address book section on this page.

If you disable this option and disable the Allow callers to dial users option, the options under Options for searching the address book are also disabled.

If you disable this option, the auto attendant won't invite callers to send a voice message during a system prompt.
