Unequipped line on MICS, set won't sync

I'm trying to add a new set to a MICS system The 16th and 17th ports don't have jumpers but the set won't sync to either of them. I checked the port status under maintenance and it shows unequipped.

What does status unequipped mean? It could mean that there is no set attached or??

I read some documentation that says the maintenance status shows ports without sets. That would be a good method of finding unused ports with left in jumpers.

What status should I see for ports with no sets?

Unequipped means that the Norstar doesn't see anything type of device attached to that port. MRoberts

Thanks, since I was connecting the set at the BIX block, I suspect I have split pairs, or an open connection.
 
If you have a Compact ICS, Port 117 is reserved for the ATA and Port 118 is reserved for the IRAD, if you are on port 119 Yellow orange you need an 8 port TCM to activate the balance of the ports.
