understanding loopback processing

I usually see TS being used an example of when to use loopback processing in a GPO. This makes sense to me since you only want the settings to apply when logged on that specific server in the TS OU.

Let's say you created workstation OU's and you wanted to force a specific wallpaper on the workstation depending on which OU it is in. In this example would you have to enable loopback processing on the workstation OU GPO for this to work correctly?
 
Yes, exactly - by enabling loopback processing it will apply the settings under user configuration to users who log onto that workstation - regardless of where their own account in AD is. You can have the settings merge with the user's settings that they'd normally have, or you can have them replaced with just the settings configured in that policy.
