Underline names of document libraries

On my Sharepoint home page, I have a document library. Users can click on the title of the library to enter it. However, the title of the library is not underlined, which I believe makes in non-intuitive to user's that they should click on the title. How can I make it so the name of the document library appears underlined, like it does on the hover effect?
 
I agree... the web part headers do not stand out as links witout the underline (but they'd look busy and ugly with them)
I THINK the only way is to get into Sharepoint Designer 2007 (or 2010) and open the master template ...then find the associcated style sheet. IF you and find out the custom CSS class for those headers you could add the CSS rule. Something like this:

a.whatever {text-decoration:none;}

Can't think of anything easier.
