Uncleanable Virus help?

I have a Compaq computer that got a virus (VALLA.A). It was on Windows ME now I have formatted the disk and installed W2Kpro when I get to the desktop for the first time it gives me an svchost.exe error. I went to Trend House Call it said that I had the VALLA virus but it was not cleanable. When reinstalled the OS it did the same thing. I installed another HDD then formatted the HDD and installed the OS same thing. Every time I try to go to the Sys32 folder I cannot view any of the folders or files. When I go to Nortons website it will not allow me to go to the link that will perform the online virus scan. Where is this virus stored? How do I clean it out? I cannot install SP4 keeps giving me an error. Norton wants me to have at least SP3 installed before it will allow me to install the antivirus software. Any help would be appreciated.

Are you using any floppies, home-made CD's or CD's from a "cut rate" company during installation? If so, the virus could be one of them.

Also are you on a network?

Also the possibility that it has hijacked the boot sector or partition table. I'm not familiar with it, so this is a guess.

The ultimate removal tool it zap or the manufacturer's zero fill utility, followed by fdisk and format from the OS you are installing, preferably from the CD to eliminate the possibility that the boot floppy is contaminated. And with a power down for a while to kill memory.
