UNC file link in Outlook not working

I am having this problem on only one PC. When clicking on UNC, it says "Cannot open specified file". When I go into explorer, the user can open the location with no trouble. Here is an example of my UNC.

\\SERVER\FOLDER\APP

I'm thinking it is either a Microsoft security issue or a setting somewhere that says how to execute unc links. I don't have an extension on the link because our Email system will not execute UNC's with EXE's. It works on all other PC's but one.

Any ideas?
