Unassigned numbers not working in Lync 2013

I have configured the following and it isn't playing the text to speech announcement for the unassigned number:

NewCsAnnouncement and a Unassigned number range in Lync server GUI:

number range: has one number for testing
announcement service: Announcement
FQDN Of Destination Server: that is correct
announcement: picks up the NewCsAnnouncement I created in Powershell

I can confirm that we are using response groups so the services are enabled for text to speech
