Unassigned DID Intercept Announcement 1

I have successfully created a new announcement to which I would like callers trying to call DID's that are not currently in service to. I have done this for outside callers
"change system-parameters features"
page 1: "DID/Tie/ISDN/SIP Intercept Treatment"

However, I am wondering if there is a similar parameter that can be changed for internal callers in the system trying to call an extension that isn't setup?

Thanks in advance for any help or suggestions!

The only way I can think off the top of my head is to setup all of your spare extensions as VDN's and route them to an announcement.

Seems a bit longwinded and messy to achieve this result. I am sure there is a better way.
