Unalbe to connect to CM via Telnet, Can ping

I'm having a computer issue connecting to Avaya equipment.
Two weeks ago I programmed 2 IPSI boards using Telnet.
The following Monday I was connected to an IPOffice. At the end of the day I was going to do a backup to my Laptop. Apparently the process caused the SIMS card to be corrupted. I was unable to login after that. I was getting a message saying that it didn't recognize my password.
This week I was to help upgrade a Communications Manager. I could ping the S8400. I could not telnet in. I couldn't connect the ASA software. I could connect with Putty if I pinged the Gateway, Left the window open, then connected with Putty to set the IP addresses in the Gateway.

Any ideas,
Fire wall issue?
Software corruption?
or something else?

Any suggestions or who can I contact to help clear up this issue?

I talked to one of my computer repairmen. His response was TELNET?
 
telnet to the server uses port 23
telnet to the SAT uses port 5023

ssh to the server uses port 22
ssh to the SAT uses port 5022

You can enable and disable these ports with firewall settings that are accessed via the browser.

If telnet does not work, try ssh. Both are available using ASA or putty
