In Expert Mode, Try DEA-DSSU, telling it deactivate immediately and the PEN or STNO, and then wait a few seconds and use ACT-DSSU, telling it AUL and giving it the PEN or STNO.
Usually deactivate and activate will restart a goofy station, although usually the status is DEFIL to begin with.
