I have a machine who is unable to view https pages which is a big problem. I've updated IE from 5 to 6 with 128bit encryption. Checked all the internet settings reset to default even lowered the security levels and still im unable to view the pages. Even checked ssl through proxy it didn't, aslo checked ssl 2.0 and 3.0

I don't know what else to do.

Do other machines connect successfully to SSL sites through the proxy you spoke of? If not, is there anyway you can connect the problematic pc(s) to the Internet without using the proxy? If you could successfully connect to the net/ssl sites without using the proxy that would make the cause of the problem pretty clear (the proxy is misconfigured).

Is there any filtering configured in the TCP IP properties of the host?

You will have problems if your proxy software is microsoft based and the SSL site is on a port other than 443. Some SSL sites will use alternative ports and I know for a fact that MS proxy will not let you go over any other port.

I've had to disable proxy over SSL in Internet Options | Connections | Lan Settings. Leave that field blank and see if you can get in.
