Unable to user recovery USB for Windows 8 laptop (toshiba)

Any help would be welcome :)

New HDD in a Toshiba Satellite C850 laptop. Trying to use the USB recovery that I created but having issues.

If you allow the reset then it takes ages and goes back to the option of the reset.
If you select the Toshiba Recovery then it only allows a data wipe.
After the reset, tried booting and it comes up with media fail, yet if I boot to USB and user command prompt then C drive shows the folders such as Windows, system32 and other standard folders etc.

What do you mean by "the USB recovery that I created"? Is that just a Recovery Drive in order to access Advanced Startup options or a System Image of a complete Partition?

What C: drive are you referring to (one on the USB or on the new HDD)? How new is the new HDD? Is it not brand new and has Windows already installed on it?
