Unable to use EMC or Powershell when the services for Symantec System Recovery are enabled & run

Our 2011 SBS server runs just fine until we enable the services are Symantec System Recovery 2013.
Once the services are started we can no longer open the powershell or the EMC. the EMC simply states "initializing" and goes no further than that.
I've so far been unable to find anything that comes even close to this problem whilst scouring the internet so any help would be appreciated.
The server and the system recovery software are both fully patched. the event logs show no signs of any issues at all.

Does the Symantec console use IIS at all? I know that the PowerShell virtual directory in the Default Web Site has to be accessible for either PowerShell or the EMC to work. If Symantec is somehow disabling IIS or restricting ports, that might cause what you are seeing.

You could use NETSTAT to find out which ports Symantec is using and then disable the services, then use NETSTAT again to see if the ones used by Symantec are normally used by IIS.
