unable to update microsoft edge 2

Windows 10 22H2 on a windows 2008 domain
I have edge Version 88.0.705.81 (Official build) (64-bit)
when I go in to about and edge tries to update I get this:
An error occurred while checking for updates: Check whether you have free disk space and permission to install software. We couldn't create a temporary directory. (error code 7: 0x80040902: 11 -- system level).

if I download the update installer and run it I get this:
Check whether you have free disk space and permission to install software. We couldn't create a temporary directory.

I am a domain and local admin.
there is 740 gigs free
I have tried disabling all anti virus, malware, and anti ransomware.
this is the only thing that I cannot seem to install.
My googlefu has failed me
The MicrosoftEdgeUpdate.log in my temp folder reads as such:

also I just noticed that it downloads a file in to C:\Program Files (x86)\Microsoft\EdgeUpdate\Install\{F20F6F77-551B-4E0A-B0B7-CBB51FB21361} called MicrosoftEdge_X64_112.0.1722.68.exe if I try to execute this file it loads microsoft edge.

I also found this folder
C:\Program Files (x86)\Microsoft\EdgeUpdate\Download\{56EB18F8-B008-4CBD-B6D2-8C97FE7E9062}
populated with install files for every version of edge from 88.0.705.81 to 112.0.1722.68 139 of them.

As is my custom, I spend hours or days trying to fix an issue, post on a forum and promptly fix it my self.

I uninstalled Edge then went and looked in the folders left behind. In the folder C:\Program Files (x86)\Microsoft\Edge I found a zero length file called temp with no security on it.

added myself to the security (full control) and deleted it. ran the edge install and BAM installed.

the temp file was dated to when I first got the computer.

all this because I wanted to have Internet Explorer mode available.
it would have been nice if the installer and updater had given an actual file or folder name/location and I could have fixed this immediately.

Thank you for posting the fix you ended up finding yourself. I've made a note of it, should I ever run into the same issue.
