Unable to Transfer Outgoing External Call to Voicemail 1

We are unable to transfer an outgoing call to voicemail. Steps the end user is taking: Makes outgoing call to an external number > Call is picked up > User selects the "transfer" button > Dials ext > Selects "complete" button > Transfer completes, but as soon as the voicemail picks up the call is ended *OR* if the ext we want to transfer to is currently unavailable then the transfer complete button simply beeps when pressed and you are left with the same transfer options. This only happens when attempting to transfer outgoing external calls. Any assistance on this issue would be very much appreciated!

list trace station helped me find the denial 1740: No Disconnect Supervision.
Avaya documentation explanation for denial 1740: Cannot transfer, no disconnect control party.
The relevant setting to allow or deny disconnect control is located on the trunk group page under "disconnect supervision
