Unable to Transfer Calls

If I received a call then transfer it to an outside line, it works fine. If I dial an outside line then try to transfer it to an outside line, it will not work. Is there a cls I can change to make this work?

As far as i know, if you make the call you can conference to another party but not transfer but the receiving person can transfer you.

It has something to do with supervised trunks and/or trunk to trunk barring. Are your trunks loop start, they don't have supervison.

Make sure that TRNX and EXTT are set to yes in the NET portion of the customer data block in LD 15.
