Unable to superimpose the graphics on the poster?

I am an greenhorn to PhotoShop. I want to create a "Fire Alarm" poster but I am unable to create the writing and background colour properly. The problem I am having is having the background colour in red and superimposing the exclamation graphic file I have created. The Poster will be approximately A4 in size since it is required to be placed near each "Fire Alarm Call" point.

Here is the poster I need to create:

I'm a bit confused....are you simply having a problem setting the background color?
 
Yes, please give us some details in exactly what the problem is that you are having. My clairevoyance filter is not working this afternoon, so a little more info from you would help.

When in doubt, deny all terms and defnitions.
 
You might have to convert your graphic to RGB before bringing it in on a new layer.
 
I think I managed to solve the problem.
