Unable to start NNM system default map

I'm unable to start NNM system default map when I'm under a user account. When I type in ovw the Openview begins to initialize and then error says:

Cannot Create system default map
Permission denied


I can start Openview under the root account but I can't start it under any other user account without the error above coming up.

Try running /opt/OV/bin/ovperm.ovpl without any switches. By the man page this:

"Fixes permissions of all configured entries found in the default configuration directory."
