Unable to start IS

We are unable to start the IS and the event log file has message some thing like given below.Has any one faced same type of problem? if so,any help to resolve it is greatly appreciated.

The description for Event ID ( 0 ) in Source ( MicroStrategy Intelligence
Server ) cannot be found. The local computer may not have the necessary
registry information or message DLL files to display messages from a remote
computer. The following information is part of the event: Error::Server
Lock Order Violation:lease contact MicroStrategy Technical Support with
the following information::Attempted to lock category -3 (lock order
0133142D4-3 (lock order 0133142F0 0x77e649d3 0x0817ef8f8 Mod:[C:\WINDOWS\system32\kernel32.dll]

what version of software is this?

This issue is now resolved.We contacted MSTR Tech Support and they told us that it is a known issue and advised us to create a new Intelligence Server instance.We did it and it worked.
